Negotiated Request for Proposals

Project AURORA represents a new way of doing business. VIU posted to BCBid a Negotiated Request for Proposal (NRFP) for a core administrative systems solution to optimize our key teaching, learning and administrative functions. The NFRP was posted July 15, 2016, with a closing date of September 12, 2016. The requirements covered in that NFRP are:

  • Student System (Including recruitment, admission, registration, academic history, graduation, degree audit, student receivables, etc.) 
  • Human Resources (Including payroll and position control, etc.) 
  • Finance (Including budgeting, accounts payable, accounts receivable, purchasing, etc.) 
  • Alumni and Advancement (Including alumni relations and communications, fund raising, fund management, event management, volunteer management) 
  • Business Intelligence (reporting data warehouse functionality and analytics, etc.)

The NFRP states that the solution can be comprised of a single software application or a system of multiple software applications.

NRFP Methodology

This NRFP is not call for tenders or a binding bidding process, whereby every proponent is deemed to have entered into a “Contract A.” Instead, the process is intended to enable VIU to learn what proponents can offer by way of a solution in response to the requirements. Depending on the number and variety of responses, VIU will subsequently negotiate with those proponents that best serve its needs.

The NRFP is supported and endorsed by the ASDT Joint Procurement Consortium and the Ministry of Advanced Education (AVED). AVED views the proponents/products of this NRFP as a potential choice for some or all of the BC public post-secondary sector, including current and future prospective post-secondary institutions. Potentially, any post-secondary institution could leverage the results of this process.

The NRFP creates a significant and unique opportunity for proponents to submit a proposal that is cost effective, creative and strategic; one that can be leveraged across the sector over several years.
